  • 1 tablespoon fresh chives, finely chopped — Provides a delicate onion flavor.
  • 1 small garlic clove, finely minced — Adds savory garlic flavor directly to the cheese filling.
  • ½ teaspoon garlic powder — Distributes additional garlic flavor evenly throughout the cheese.
  • ¼ teaspoon onion powder — Adds another subtle savory layer.
  • ¼ teaspoon freshly cracked black pepper — Provides gentle peppery warmth.

For the Tangy Pickling-Style Dressing

  • ¾ cup white vinegar
  • ¾ cup water
  • 1 tablespoon granulated sugar
  • 2 teaspoons kosher or pickling salt
  • 34 whole garlic cloves
  • 2 sprigs fresh dill
  • 2 bay leaves
  • 1 teaspoon black peppercorns
  • 1 teaspoon mustard seeds
  • ½ teaspoon coriander seeds, optional
  • ¼ teaspoon red pepper flakes, or more to taste

Instructions

The best approach is to prepare and cool the tangy dressing before it comes into contact with the cheese-filled peppers.

Step 1: Prepare the Mini Peppers

Wash the mini sweet peppers thoroughly and dry them.

Carefully slice off the stem end of each pepper without removing too much of the flesh.

Use a small knife or spoon to remove the seeds and membranes from inside.

Keep the peppers whole so you have little cups that can hold plenty of creamy filling.

Step 2: Make the Cream Cheese Filling

Place the softened cream cheese in a mixing bowl.

Add the Parmesan, chopped dill, parsley, chives, minced garlic, garlic powder, onion powder, black pepper, and a small pinch of salt.

Mix until smooth and evenly combined.

If the mixture feels too firm for piping, mix in 1 tablespoon of Greek yogurt or sour cream. Add the second tablespoon only if necessary.

Step 3: Fill the Peppers

Transfer the cheese mixture to a piping bag or sturdy zip-top bag with one corner snipped off.

Pipe the filling generously into the hollow center of each mini pepper.

Fill them to the top without packing the cheese so tightly that the peppers split.

Transfer the stuffed peppers to the refrigerator while you prepare the dressing.

Step 4: Prepare the Tangy Dressing

Combine the vinegar, water, sugar, and salt in a small saucepan.

Add the whole garlic cloves, peppercorns, mustard seeds, optional coriander seeds, red pepper flakes, and bay leaves.

Bring to a brief simmer while stirring until the sugar and salt dissolve.

Remove from the heat, add the fresh dill, and allow the mixture to cool completely.

Step 5: Chill the Dressing

Once the dressing has cooled, refrigerate it until thoroughly chilled.

Do not pour hot or warm brine over cream cheese-filled peppers. It can melt the filling and creates unnecessary temperature-control problems with the dairy.

Step 6: Combine for Serving

Arrange the stuffed peppers in a shallow glass container or serving dish.

Spoon some of the completely chilled tangy dressing and its aromatics around the peppers shortly before serving.

For the neatest presentation and best cheese texture, you don’t need to completely drown the exposed cream cheese filling in liquid.

Step 7: Chill

Cover and refrigerate for approximately 30–60 minutes before serving.

This gives the exterior of the peppers time to pick up some of the tangy, herby flavor while keeping the cheese filling creamy.

Step 8: Garnish and Serve

Arrange the peppers on a chilled serving platter.

Garnish with additional fresh dill, parsley, cracked black pepper, or a light sprinkle of Parmesan.

Serve cold.
